For close to 30 years, gun buybacks have been a high-profile part of the Chicago Police Department’s attempts to stem the tide of violent crime — especially in under-resourced communities on Chicago’s South and West sides. More than 30,000 weapons have been turned in citywide, usually in exchange for a $100 gift card. Nationwide, the federal government announced an allocation of $15 million in 1999 to support gun buybacks in 85 communities.

Nearly a month after a 14-year-old allegedly shot a 15-year-old during a “teen takeover” in Streeterville, Chicago police last weekend were determined not to let the teens take over Streeterville again. They deployed tactics both analog and digital. The digital approach involved “geo-fencing” the neighborhood, east of Michigan Avenue and just north of the Chicago River, so no ride-share services would pick up or drop off in the targeted zone.

After city Inspector General Deborah Witzburg complained publicly last month about City Hall interference with her investigations, the city’s top lawyer countered with a rebuke. Corporation Counsel Mary Richardson-Lowry at a news conference said requirements for timely compliance with records requests would remove “30 years of guardrails” that protect city workers.

Not so long ago, there was hope that major pension reform could happen sometime this year, possibly by the end of the spring legislative session. But events are not playing out this year. Two big topics have consumed the legislature’s attention this spring: expunging a projected $3.2 billion budget shortfall in order to deliver a balanced budget, and addressing a $771 million funding shortfall for the four transit agencies in the Chicago area, including the prospect of merging them.
