While the past two decades of democracy scholarship focused on backsliding caused by presidents and premiers as the key threat to democratic regimes, dangers posed by nonelected actors have lingered in many countries. This is particularly true of Latin America, where the biggest such threat comes from organized crime. Drug cartels and their bosses have replaced power-hungry generals, Marxist guerrillas, and predatory business elites as the forces most inimical to democracy.
