1 INTRODUCTION There has been a global shift towards universities being managed in line with the principles of new public management (NPM), or the belief that a market orientation will lead to efficiency and productivity gains (Craig et al., 2014). This migration started in the 1980s, inspired by moves to increase competition between institutions and to ensure that they were managed efficiently (in a business-like manner) replacing traditional collegial self-governance (De Boer et al., 2007).
