A promise of the Bipartisan Safer Communities Act — the first major federal gun safety law in almost 30 years — was to further protect American lives by ensuring that those who should be licensed as firearms dealers are, in fact, licensed. Under longstanding federal law, licensed dealers must run background checks — and background checks help keep guns out of the hands of individuals prohibited from having them, including felons and domestic abusers.
