Attorney Gilead Sher is a former Israeli senior peace negotiator and Chief of Staff to PM Ehud Barak. Formerly a peace negotiator under PM Rabin, he is a Rice University’s Baker Institute fellow and a former senior fellow at Tel Aviv’s Institute for National Studies INSS. In 2023, Sher co-founded the Central Resistance Headquarters for the pro-democracy struggle.

Good statecraft depends on marrying objectives to means. Although this is seemingly obvious, America often fails because presidents adopt the wrong objectives. Lyndon Johnson in Vietnam and George W. Bush in Iraq failed because they did not understand what they were getting into, and the U.S. lacked the means to achieve our objectives at an acceptable price. The U.S. may have failed in these cases, but using coercion and force to achieve political ends is often necessary.

Practitioners of American statecraft have always used our leverage—positive and negative—to alter the behavior of others. For President Donald Trump, applying pressure on other countries and groups in order to advance U.S. interests comes very naturally. He’s done so with the Houthis in Yemen to stop their attacks on international shipping and on Israel—objectives that have not yet been achieved.
