I’m confused. Raising tariffs to pay for tax cuts and also to magically reduce the deficit? I taught economics at both the university and community college level, and this is a simple Econ 101 question. And the answer starts with another question: Just what is a tariff? A tariff is essentially a tax placed on goods at they cross national borders. For example, such goods as washing machines, solar panels, shoes, shirts, Christmas lights and kid’s toys can all be subject to tariffs.
