After the presidents of Russia and Belarus signed security agreements in Minsk on Friday, Alexander Lukashenko asked Vladimir Putin about obtaining some of Moscow’s cutting-edge Oreshnik missiles. Putin said that the missiles could be deployed in Belarus in the second half of 2025, when the system fully enters service. Oreshnik missiles are capable of carrying kinetic warheads that strike at hypersonic speeds, that is up to Mach 10.

In November 2024, Moscow took two important steps towards strengthening strategic deterrence. First, the updated Fundamentals of State Policy on Nuclear Deterrence have been approved and published. Secondly, a “combat test” of the latest Oreshnik missile system was carried out with a strike on the territory of Ukraine. The latter is will be discussed in greater detail. During a meeting of the Russian Security Council standing conference on nuclear deterrence on September 25, it was announced that changes would be made to the document titled “Basic Principles of State Policy of the Russian Federation on Nuclear Deterrence.” At the time of writing, the revised version of the document had not yet been signed into law by presidential decree, but this is expected to happen soon.
