Health is a basic human right. In its constitution, the World Health Organization (WHO) states that “the enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being” (1). The 1948 United Nations Universal Declaration of Human Rights explicitly recognized health as an element of the right to an adequate standard of living (2).

Currently, about 29 percent of all deaths in Haiti are from CVD, which can often be treated with surgical intervention (10).
