In the 1970s and 80s the Guardian journalist Tim Radford was a guest on press visits that I organised as head of PR for Thomson Holidays. We visited Moscow, where I helped set up the Guardian’s office, Central Asia, Siberia and Mongolia. Tim was also on one the first group visits to Mount Athos, in north-eastern Greece, and to China. To gain entry to the Mongolian capital of Ulan Bator, Tim produced an out-of-date health certificate and passed it on to other guests in the party.

The program’s comprehensive and prohibitively expensive initiative proposes to transform the operational military by achieving net zero carbon emissions by 2045.

Should a candidate win an election if they only receive ten percent or less support from the voters in their district? Of course not. But that is exactly what happens because of a law passed by the Nevada Legislature in 2015.

Filing for 2024 non-judicial races closed March 15. While most pundits will be analyzing the competitiveness of the races up and down the ballot, there are 35 partisan races where a majority of voters will have no voice. At the end of February 2024, voters registered as nonpartisan expanded their lead as the largest voting bloc in the state. A majority of voters 18 to 35 years of age (more than 55 percent) do not belong to either the Democratic or Republican parties.
