Political parties in Senegal are campaigning in a parliamentary race that will decide the extent to which the new President Bassirou Diomaye Faye will be able to implement his agenda. The leaders of Egypt, Eritrea, and Somalia met for a three-way summit in Asmara on Thursday against a backdrop of heightened tensions in the Horn of Africa region. The French News Agency (AFP) reports that concern about security and stability in the volatile area have mounted since Ethiopia in January signed a controversial deal with the breakaway Somali region of Somaliland, giving it long-sought access to the sea.

Turkish contractor Metag Holding on Tuesday signed an agreement to expand the ancient Somali port of Hobyo, according to local media. Metag’s deal with the Hobyo Investment Company will see it run the port for 80 years. The Federal Government of Somalia says the aim is to turn the small settlement of 11,000 people into a regional trade hub. The deal would offer Ethiopia an alternative outlet to Djibouti, and de-congest the port of Mogadishu.

Egypt delivered military equipment to Somalia this week amid rising tensions in the Horn of Africa following a controversial deal struck between neighboring Ethiopia and the breakaway region of Somaliland earlier this year. Reuters, citing diplomatic and Somali government sources, says that two Egyptian military planes carrying weapons and ammunition landed at Aden Adde International Airport in Mogadishu on Tuesday morning.

Angola, last week, hosted the third ministerial meeting between DRC and Rwanda delegations in its capital Luanda. A statement from the Angola ministry of foreign affairs said the meeting focused on the analysis of the peace agreement proposal, presented by the Angolan president, João Lourenço, to his counterparts from Rwanda and from the DRC. The statement adds that the ministers agreed to meet again in two weeks, after holding a meeting of experts later this week.

The United Nations Security Council says it will support the Southern African Development Community Mission in the Democratic Republic of Congo. The Council adopted a resolution Tuesday authorizing the UN Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) to provide operational and logistical support to the SADC Mission in the country.

Three major road projects linking resource-rich regions of the Democratic Republic of Congo (DRC) with its capital Kinshasa have begun as part of a renegotiated minerals-for-infrastructure deal. The deal comes months after Chinese companies agreed to increase infrastructure investment in DRC from US$3 billion to US$7 billion. A statement from President Felix Tshisekedi's office after the groundbreaking ceremony said the Kinshasa ring road was made possible because of the renegotiated deal.
