Approximately 50,000 career federal employees are on track to see their civil service protections removed, as the Trump administration pushes forward with converting workers in government policy roles to an “at-will” employment status. A forthcoming proposed rule from Office of Personnel Management (OPM) will amend civil service regulations to allow career federal employees to be converted to a new “Schedule Policy/Career” classification.

Agencies will not be able to fill or create any federal jobs for another three months, after President Donald Trump extended the current federal hiring freeze until July 15. But even after the hiring freeze lifts later this summer, agencies will still be limited in how many new employees they can hire, and how many new positions they can create. The White House said it will cap agencies to one new hire for every four federal employees who leave the civil service.

Urban areas in need of economic development, as well as historic locations and properties, will no longer be priorities for agencies when making decisions on where to locate federal buildings. Two long-time executive orders that President Donald Trump rescinded on Tuesday had encouraged agencies for years to, at least in part, prioritize those factors when determining the locations of headquarters, field offices and other federal buildings.

Federal employees who were recently fired from their jobs by the Trump administration have a new place to turn for pro-bono legal advice. A coalition of good government organizations and federal unions has launched an initiative called “Rise Up,” a network of thousands of lawyers who will offer free legal support to employees impacted by the Trump administration’s recent actions to overhaul the federal workforce.
