(WMC) and Leather Rich, Inc. v. Wisconsin Department of Natural Resources (DNR) regarding the DNR's ability to regulate per- and polyfluoroalkyl substances (PFAS) as hazardous substances and administer the Voluntary Party Liability Exemption program under Wisconsin Statutes chapter 292.
