The Safe Drinking Water Act (SDWA) defines “contaminant” as any physical, chemical, biological, or radiological substance or matter in water. Thus, by this definition, anything other than the water molecule itself (H2O), is considered a contaminant. “Contaminants of emerging concern” (CECs) is a term that covers a wide variety of chemicals and microorganisms that are, typically, currently unregulated under the SDWA.
