South Africa's president Cyril Ramaphosa has welcomed the setting up of a new loss and damage fund at the Cop 28 UN climate summit, but he has also called for international banking reform and debt relief to enable funding for developing countries on a far bigger scale. If the fund it is "to effectively support those countries most vulnerable to the effects of climate change, we need to mobilise funding on a far greater scale", Ramaphosa said.

LPG wholesalers in South Africa's Western Cape province are having to pay a significant premium for imports through Sunrise Energy's terminal at Saldanha Bay, since EML Energy replaced Vitol's local unit Vita Gas as the province's sole importer. EML took over from Vita Gas in June, since when it has raised the LPG price by 20pc-40pc above import parity basis, LPG wholesalers told Argus.

South Africa has given environmental approval to Turkish energy firm Karpowership's proposed 450MW gas-to-power project at Richards Bay in KwaZulu-Natal, paving the way for the project to reach financial close. Following numerous delays, the Department of Forestry, Fisheries and Environment (DFFE) gave Karpowership the green light to permanently anchor a gas-fired power ship at Richards Bay after giving the firm an extra 60 days to submit an environmental impact assessment (EIA).

South African law enforcement agencies have seized the assets of a sophisticated coal-smuggling syndicate guilty of procurement fraud and the diversion of high-grade coal. Under the scheme, coal trucks destined for power plants are diverted to designated coal yards where high-grade coal is replaced with low-grade or sub-standard product.

Africa must set the terms and the time frame for its own energy transition, said South African deputy president Paul Mashatile during a keynote address at Africa Oil Week in Cape Town. "We recognise the need to reduce carbon emissions, but we are also committed to economic development," said Mashatile on the opening day of the conference. "Often, we get given resources or money, and we are told we need to transition within a certain period," he said. "We must say no to that.
