What is ETS2Starting in 2027, the EU will apply a price on the carbon emissions associated with buildings and road transport . The Emissions Trading System for road transport and buildings (ETS2, as it is also known), will mean around 75% of the EU’s emissions are now covered by carbon pricing. It is the second carbon market devised by the EU. The original Emissions Trading System (ETS) applies carbon pricing to heavy industry, energy generation, shipping and aviation.

At the end of October, a consortium, led by Carbon Market Watch, kicked off the ‘Effective and Fair European Carbon Trading: Ensuring EU carbon pricing and revenue use serves the climate and society’ (LIFE Effect). This project is primarily supported by the EU’s LIFE programme, which awards projects that advance the EU’s 2050 climate goals. Co-funding is delivered by the European Climate Foundation, Deutsche Bundesstiftung Umwelt and the Portuguese Environment Fund.

Over the summer, the European Commission was kept busy launching an infringement action against the 26 member states who have failed to introduce important climate legislation to create a new Emissions Trading System (ETS2) to cover buildings and road transport before the deadline.
