Kentucky adults may soon be able to possess, grow, and consume cannabis without fear of retribution. Rep. Nima Kulkarni (D) introduced HB 72 last week after a similar measure that would have put the topic to the voters failed to advance in the last session. The promise of swimming in cannabis taxes like Scrooge McDuck has enticed many to vote in favor of legalization. This results in exceptional taxation in several states and cities throughout the U.S. However, many small business owners are struggling to keep up. The Pueblo, Colo. city council recently voted 4-2 to suspend the excise tax on weed in hopes of bolstering the now decade-old industry.

Freedom in the 50 States 2023 identified where people had the most autonomy with the plant in the first Cannabis and Salvia Freedom section.
