The Pelicans have entered each of the last two seasons over the luxury-tax threshold. Since they ritualistically avoid paying the tax, they executed deals ahead of the trade deadlines to get under the tax line (dealing Kira Lewis Jr. last year and Brandon Ingram this past February). As currently constructed, the Pelicans should reach a 14- or 15-man roster under next year's projected $187.9 million luxury-tax line.

Why the Toronto Raptors Do It 2 of 3 David Dow/NBAE via Getty Images If the Raptors land the No. 7 pick in June-the lottery could change that for the better or worse, altering the projected salary-they project to reach about $189 million in payroll. The luxury-tax line is expected to be $187.9 million, so Toronto would be over that threshold, and that's before considering the free agency of Chris Boucher, Orlando Robinson and Garrett Temple.

On Thursday, the New Orleans Pelicans signed rookie center Kylor Kelley to a 10-day contract paying $66,503. Because he’s not a Pelicans’ draft pick, Kelly will count against the team’s luxury tax as if he were a two-year-of-service veteran at $119,972. Adding up the cap figures for the team’s 15 players, including Kelley, the total is $171.3 million, about $530,000 over the $170.8 million luxury-tax threshold.
