    A 26-year-old East El Paso resident was arrested and charged with cruelty to non-livestock animals after investigators responded to multiple complaints of animal abuse. Officers arrested Emilio Adrian Hernandez. On April 1, the Animal Cruelty Unit was called to the 10500 blocks of Ashwood, where witnesses reported seeing a man dragging and kicking a dog on a leash. The dog, identified as Goose, a brown boxer, was reportedly the victim of the abuse.
