France’s action in transporting eight indigenous New Caledonian detainees to metropolitan France can only fan the flames of ethnic and political differences that have erupted into violence in recent weeks. It is the latest in a series of moves by France which, while applying French law, in fact undermines stability. Seven weeks after the outbreak of violence in New Caledonia by independence supporters opposed to broadening voter eligibility, uncertainty is mounting.

Tariffs have long been wielded as a tool of economic warfare, a means to undercut the advantages of rivals’ exports. The spotlight of global trade disputes has most recently swung to pledges by the United States and the European Union to impose steep tariffs on Chinese electric vehicles (EVs). US President Joe Biden has increased tariffs on China’s EVs fourfold, bringing them to 100%, in response to what are considered “unfair trade practices” by China and “artificially low-priced” exports.

And it is an honour to stand here alongside our friend, former Forum Chair, and the Forum Secretariat’s gracious host, Prime Minister Rabuka of Fiji. Thank you, Prime Minister, for blessing us with your presence. We gather here in these vaunted premises to discuss issues of paramount importance to Pacific peoples. Issues that affect the core of what the Forum was established to protect and promote.

In 2011, thousands of delegates from over a hundred countries flocked to Busan, South Korea, for the fourth High Level Forum on Aid Effectiveness. Addressing delegates at the event, former Tuvaluan finance minister Lotoala Metia spoke of the heavy burden poorly coordinated aid was putting on his administration. The small island government’s planning office, made up of only seven staff, had a single official devoted to managing the country’s relationships with 58 aid partners.
