    WAYNE COUNTY, Ind. — In January, state Rep. Brad Barrett (R-District 56) introduced a bill at the General Assembly at the city of Richmond's request that would give the city the ability to enact a food and beverage tax. On Thursday, House Bill 1427, titled "Department of local government finance," cleared the final hurdle as it passed House (69-23) and Senate (37-13) votes. On Monday, President Pro Tempore Rodric Bray signed the bill, and it now heads to Indiana Gov. Mike Braun's desk.
