The CHIPS and Science Act, passed by Congress and signed by President Biden in 2022, signaled an incredible step forward in America’s pivot toward its industrial policy roots. Through this technological manufacturing bill—much like the automotive manufacturing revolution of the early 1900s—the United States will demonstrate its technological competitiveness while protecting against geopolitical shocks such as supply chain failures.
