Dog leash requirement Norway has a dog leash requirement, meaning all dogs must be kept on a lead from the start of April until August 20th. The rule is to protect both domestic and wild animals during the birthing, nesting and mating seasons. This is because some dogs have a strong prey or scent drive and might chase domestic reindeer, livestock, and wild animals. You can let your dog off the lead in fenced areas.
