Four ChoicesIt’s a great question, and the theological guideline is that we can pray to anyone who is God. So you’ve got three choices. You’ve kind of got four choices, not because there are four persons who are God but because you can pray to God without specifying a person of the Trinity, without having a Trinitarian thought in your head. And it’s not that the letter goes unanswered when it reaches heaven. There is no clear biblical examples of prayer to the Holy Spirit.

From Glory to GloryMany people will be surprised to discover that the work of the Holy Spirit was not developed as a doctrine until after the Protestant Reformation. Of course, Jesus taught his disciples about it, the letters of the apostles were filled with it, and if Pentecost means anything, the church could not have existed without it.

In Rom 1:13, Paul says that he “often intended to come” to the Romans. In that report of his (frustrated) travel plans, the pro- in protithēmi may have a temporal sense (projecting a plan for the future) or an imaginative sense (proposing an idea, setting it out there for consideration), or both. On this model, Eph 1:9 teaches that God framed or purposed his eudokia internally.
