The letter cited "obstacles that we are only now overcoming" through the FCC's Rural Digital Opportunity Fund. "Let us not repeat mistakes of the past." NTIA declined to comment. The letter came in response to Lutnick's comments last month vowing to make changes to the BEAD program.

"The statute that Congress passed [for BEAD] said that we should proceed in a technology-neutral way," Carr noted. NTIA "put just way too heavy of a thumb on fiber." He said he looks forward to working with NTIA administrator nominee Arielle Roth as a partner on broadband deployment. He also welcomed permitting reforms to help speed up the process.

The FCC also proposed a $734,872 fine against Hong Kong-based smart home device manufacturer Eken for apparent violations of FCC rules requiring that the company designate an agent located in the U.S. An Enforcement Bureau investigation into the company continues. Proposals in the subsea cable NPRM require licensees to report to the agency every three years an array of information that the FCC would use to assess national security risks, or alternatively shortening their 25-year licenses.

High-Tech Win The FCC released on Wednesday text of three items scheduled for a vote at the commissioners’ Dec. 11 open meeting, including rules that would allow new very-low-power (VLP) devices to operate without coordination across the 6 GHz band (see 2411190068). The FCC will also consider changing USF letter of credit (LOC) rules and updating several broadcast radio and TV rules.
