States are largely missing an opportunity to improve outcomes for older adults with mental health needs through use of home- and community-based services (HCBS) under Medicaid, a newly released report suggests. The report's co-authors found that only an estimated 2% of older adults with serious mental illness (SMI) who are covered by Medicaid receive HCBS services specific to their mental illness.
