That's the question Stephanie Haigh and Paul Ryan grappled with when the opportunity arose to buy a rundown Victorian-era house in Prahan, in inner-city Melbourne, on one of the area's main thoroughfares. Located on Punt Road, the house-turned-backpackers hostel had been sitting empty and was in need of some serious TLC when it came up for sale in 2021.

The federal government's decision to abolish the childcare activity test and provide more guaranteed subsidised days for parents is unlikely to change anything for regional families, advocates say. Recently, Labor brought forward a commitment it was expected to take to the looming federal election to abolish activity test requirements — which determines how much subsidised care families get — for the first three days in each week.
