On 14 November 2024, Chancellor Rachel Reeves delivered her inaugural Mansion House 2024 speech, announcing a collection of reforms designed to drive growth and competitiveness in the financial services sector. The Chancellor emphasised that ‘the UK has been regulating for risk, but not regulating for growth’. Instead, she wants the sector to ‘innovate, grow, and seize the opportunities for investment in businesses, infrastructure, and clean energy across Britain’.

and Markets Authority (ESMA) would be consulting on further
measures required to implement AIFMD2. These include draft guidelines and regulatory technical standards (RTS) on the
specific characteristics, selection, and calibration of liquidity
management tools (LMTs) on which ESMA is now consulting.

This had followed the UK Investment Research Review, which contained a key recommendation that the FCA to amend its rules on research unbundling to allow FCA-authorised investment managers more flexibility in how they pay for research.
