The vote, held in Madrid, was presided over by International Olympic Committee member Juan Antonio Samaranch Jr.Despite being the sole candidate, COE regulations required a secret ballot. Votes from presidents of Olympic federations were weighted four times more heavily than those of other members.

The visit comes as Qatar continues to expand its role in hosting major international sporting events.

In a statement, the CNOSF said that it had recently been informed by the Ministry of Sport of its intention to reduce the committee's annual grant from €9.4 million to €2.4 million next year. The committee said that this cut, equivalent to almost 30% of its total annual operating budget, had been communicated without prior consultation and would take effect midway through the financial year.
