Doctors have been working for several years to ensure patients can make decisions about when they want to stop treatment incases where they can no longer decide for themselves. For example, if they are brain dead and on life support. However, a draft law drawn up by the Ministry of Social Affairs surprised medical professionals at the end of last year. The legislation included a clause saying a declaration would only be considered if doctors deemed a medical condition irreversible.

The results are shown in the latest Programme for the International Assessment of Adult Competencies (PIAAC) test, which assesses adults' skill sets. It looks at how 16-65 year olds understand written texts, how effectively they can apply mathematical knowledge to everyday tasks, and how well they handle problem-solving. The first wave of the PIAAC survey was conducted in three separate rounds between 2011 and 2018, covering 39 countries, including Estonia.

Last year, local governments received €10.25 million in funding for children's extracurricular education. This year, however, state budget cuts have slashed €1 million, or one-tenth from this funding, leaving it up to local governments to ensure that clubs and classes that started last fall can at least continue through the end of the current school year. Earlier this month it was reported that a nonprofit organization is trying to raise €30,000 to erect a bronze statue of former Tallinn Mayor Edgar Savisaar on Harjumägi in the center of the city, behind Vabaduse väljak (Freedom Square). The city government does not support the idea. Project leader and co-designer of the statue Juri Saharov has not been in contact with Tallinn authorities and said he does not intend to do so.

Starting this week, the Children's Hospital emergency department (ER) in Tallinn has an additional doctor on duty during evenings and weekends to reduce waiting times for children. The city is covering the cost of the doctor's salary for this initiative. The additional shifts are being handled by the hospital's own pediatricians or residents.

A report titled "Analysis and Recommendations for Organizing Winter Street Maintenance" compiled by the City of Tallinn's internal auditor reveals that the city has set unrealistic goals for snow removal. "The objective set for maintaining Tallinn's roads and streets — that 100 percent of street surfaces must comply with legal requirements on an annual average basis — is unattainable," the audit states.

The Estonian Health Insurance Fund (Tervisekassa) recently completed a comprehensive study on the response capacity of ambulances. According to the results, the average ambulance brigade arrives on the scene in ten minutes in response to a priority "C" ("Charlie") call, and, in nearly eight minutes for D ("Delta") calls, or those in the highest priority category.
