(Valley News Live) - A water main break on 1st Avenue North in Moorhead won’t affect the nearby underpass construction on 11th Street, according to city workers. 1st Avenue North has signs that say “All State Traffic,” blocking any traffic heading towards the flooded area. City workers were seen working on the water main break.
