During its provincial Two Sessions meetings early this year, the major coal-producing province of Shanxi announced targets for a just transition. It said social issues must be properly managed during the shift to a green and low-carbon society to avoid job losses or harming the interests of vulnerable populations. We think Shanxi’s stance is of huge importance for China’s response to climate change and its low-carbon transition.

Two weeks after Saudi Arabia and Iran resumed diplomatic relations in a deal brokered by China, the Saudi state-owned oil giant Aramco disclosed plans to invest over $15 billion to expand its oil and chemical presence in China. On March 26, Aramco said it would spend $12.2 billion to set up a joint venture with Chinese partners in Panjin, in the northeastern province of Liaoning. The venture will build a refinery and chemical complex with capacity to process 300,000 barrels of oil per day.

Sinopec, China's state-owned oil and chemical giant, has embarked on what it says is the world's largest project to use green hydrogen for making chemicals from coal. To be built in Ordos in Inner Mongolia at a cost of about $830 million, the complex will produce 30,000 metric tons (t) of green hydrogen and 240,000 t of green oxygen annually. Unlike so-called grey hydrogen produced from natural gas or coal, green hydrogen is made by splitting water with renewable energy.
