1. IntroductionRegulations are designed to enhance market safety, stability, and competition and to protect consumers (Ince & Ozsoylev, 2024; Ince, 2024). Regulators initiate regulations with public good in mind (Kalmenovitz, 2023). Regulations set legally binding standards for firm practices, playing an important role in disciplining firms and their managers, especially when the market forces fail to do so.

Graphical Abstract A stepped-amorphization strategy involving progressive composition, time, and temperature regulations is proposed to break the Li+ conduction bottleneck of the LiI-3-hydroxypropionitrile (LiI-HPN) hybrid system, to construct a small-molecule-based composite solid-state electrolyte with Li+ conductor-type and improved conductivity, which is successfully operated in lithium metal batteries to deliver considerable compatibility and stability.
