Au départ du projet, il y a le collectif O’Watt Citoyen (OWC) qui se forme en 2019 autour de l’association “Quelle terre demain ?” œuvrant depuis 2005 pour la protection de l’environnement à Cergy-Pontoise et dans le Vexin français. Ses fondateurs, Patric Kruissel et Gérard Sandret se mettent alors à la recherche d’un terrain propice à accueillir des panneaux solaires.
