In December 2023, the European Council took historic steps to advance the EU’s enlargement policy in the face of Russia’s ongoing aggression against Ukraine. By opening accession negotiations with Ukraine and Moldova and granting candidacy status to Georgia, the EU has reaffirmed its commitment to a transformative and stabilizing enlargement policy. However, new thinking about how the enlargement process should be accompanied with short term benefits is necessary.
