AbstractCampi Flegrei is a densely populated volcanic area in Italy. Its inner caldera periodically experiences uplift and subsidence, known as bradyseism, also accompanied by seismic activity. In the last decade, with uplift rates up to 2 cm/month, about nine-thousand earthquakes were recorded. Upon request of the local administration, the most updated data were collected and analyzed to evaluate the risk management strategy consisting of structural retrofitting according to the building code.

1 INTRODUCTION Given a ground motion intensity measure ( I M ) $( {IM} )$ , probabilistic seismic hazard analysis or PSHA1, 2 enables to obtain the annual rate of earthquakes (i.e., mainshocks) causing I M > x $IM > x$ at the site of interest.

Seismic design targeting a specific failure risk (i.e., seismic structural reliability) has been invoked as the desired landing of building codes for over than half a century now.1 On one hand, it has been missed, as most codes worldwide are still based on the seismic adaptation of load-resistance factor design, whose limitations are known.
