The presidency’s recent 30-year review admitted scant progress in undoing spatial apartheid and called for a renewed effort to make public land available for affordable housing in the heart of cities. The high cost of property close to jobs and amenities has been a persistent obstacle to urban integration and inclusion. Well-located neighbourhoods are out of reach for most low- and moderate-income households, and the land is too expensive for the developers of affordable homes.

The government’s response to Transnet’s latest request for a bailout should be to tell it to dispose of its surplus property. This would release funds to invest in operational improvements and unlock strategic sites for the development of housing, which would spur construction activity and jobs. Transnet has asked the government to take over part of its R130bn debt pile to bolster its balance sheet and enable investment in its operations.

The tragic loss of 78 lives when fire engulfed a downtown Johannesburg building illustrates the challenge of housing a bulging urban population in safe, dignified conditions. While the apartheid government resisted urbanisation and refused to build liveable neighbourhoods for black people, the ANC government and metropolitan authorities have been ambivalent, fearing that cities will be overwhelmed.
