1 ACCOUNTABILITY IN GLOBAL DEVELOPMENT GOVERNANCE Accountability—broadly understood as (powerful) actors taking responsibility for and effectively responding to inquiries about their actions—has long been a central concern in Global Development Governance (GDG) (Wenar, 2006; see Fox, 2022). Historically, GDG has been characterised by a division between wealthy Northern donors and poorer Southern recipients (Haug et al., 2021), resulting in distinct accountability dynamics.
