    A Nevada Assembly committee is scheduled to consider a bill this week that would result in doubling the minimum liability insurance requirement for “intrastate-only freight.”State law requires a $750,000 minimum liability insurance for affected truck drivers. The Assembly Growth & Infrastructure Committee is scheduled to discuss a bill at 1:30 p.m. Thursday, May 8 that would increase the liability insurance minimum for affected Nevada truck drivers to $1 million the first of the year.

    Prompted by an OOIDA petition that was followed by a presidential executive order, the Commercial Vehicle Safety Alliance voted to make a lack of English proficiency part of the out-of-service criteria for truckers and to shore up CDL testing standards. Citing highway safety, the Owner-Operator Independent Drivers Association petitioned the Alliance on March 12 to make non-compliance with the English-proficiency regulation, 391.11(b)(2), part of the out-of-service criteria.

    The ink on President Donald Trump’s executive order had barely dried before the Commercial Vehicle Safety Alliance tackled shoring up enforcement of the English-proficiency regulations. Responding to a petition from the Owner-Operator Independent Drivers Association calling for non-compliance with the English-proficiency regulation 391.11(b)(2), CVSA’s Driver and Traffic Committee took up the issue on Tuesday, April 29.

    What started out as a bill intended to regulate ATVs, minibikes and the sort on Oklahoma roads has been replaced with legislative language tackling non-domiciled CDLs and English proficiency. The Oklahoma Senate passed SB20 on Feb. 26. In its original form, it addressed the use of street-legal utility vehicles to travel on U.S. highways with a posted speed limit of 50 mph or less. After passing the Senate unanimously, the bill moved to the House on Feb. 27.

    Pressure continues to mount on regulators to return to enforcement on truck drivers who fail to comply with the existing English-proficiency regulations. Rep. Harriet Hageman, R-Wyo., recently cranked up the heat at the federal level. On Thursday, April 10, Hageman sent a letter to U.S. Department of Transportation Secretary Sean Duffy to repeal the 2016 guidance issued by the DOT.
