    From 2021 to 2022, Medicare spending increased by 5.9 percent, to $944 billion in 2022, reaching 21 percent of total National Health Expenditures. Increased Medicare spending has raised concerns about the financial sustainability of the Medicare program. As health care spending has increased over the last decade, bipartisan momentum to address health care costs has emerged.

    On March 5, 2024, the Federal Trade Commission (FTC), the Department of Justice’s (DOJ) Antitrust Division, and the Department of Health and Human Services launched a cross-government request for information (RFI) into private equity and other corporations’ increasing control over health care. The three agencies accepted comments through June 5 as they sought additional information on how health care consolidation is affecting markets.

    On January 31, 2024, the Centers for Medicare and Medicaid Services (CMS) released the Calendar Year (CY) 2025 Advance Notice for Methodological Changes for Medicare Advantage Capitation Rates and Payment Policies (the Advance Notice). The agency accepted comments on the Advance Notice through March 1, 2024, and will publish the final rate announcement by April 3, 2024. This annual regulatory process presents a key vantage on CMS’s priorities for improving the Medicare Advantage (MA) program.
