INTRODUCTION In recent years, there has been a growing demand for transparency in the public sector, driven by citizens' desire for greater understanding and control over government actions (Fox, 2007; Gaventa & McGee, 2013; Matheus et al., 2020). This demand translates into a need for enhanced government accountability, ensuring that public officials are responsive to citizens' issues and needs (Cifuentes-Faura, 2023; Lourenço, 2023; Moon, 2020; Saner et al., 2020).

1 INTRODUCTION Adopted in 2015 by the United Nations, the 2030 Agenda's sustainable development goals (SDGs) represent a holistic approach designed to eliminate poverty, safeguard the planet and guarantee prosperity for everyone. With 17 goals and 169 specific targets, these objectives provide a detailed roadmap for governments, businesses and civil society to achieve a more sustainable future (United Nations, 2015).

1 INTRODUCTION On February 6, 2023, a major earthquake with epicenter in southwestern Turkey caused a large number of deaths and injuries, becoming one of the worst catastrophes in recent years (Mavroulis et al., 2023). The earthquake, which measured 7.8 on the Richter scale, caused an enormous death toll of over 50,000 people (Chen et al., 2023). This high death toll could have been reduced if construction safety standards and the use of appropriate materials had been complied with.
