Turns out, Punxsatawney Phil is a failure. In honor of Groundhog Day, NOAA just ranked the nation's weather-predicting animals. Phil wasn't in the top ten. Phil ranked just 17th, with an accuracy rate of just 35%. That's a hall of fame batting average, but a flunking grade in forecasting school.
