But equally important are the individuals they appoint to the state’s 69 circuit courts, the Wisconsin Court of Appeals, and the Wisconsin Supreme Court. Under article VII, section 9 of the Wisconsin Constitution, the governor has unfettered authority to make appointments to judicial vacancies.
