도널드 트럼프 미국 대통령은 관세를 완화할 듯했다가, 다시 번복했다. 그는 ‘해방의 날’을 선언하면서 모든 국가의 모든 수입품에 관세를 부과하겠다고 밝혔다. 지난 한 달간 관세로 인해 주가가 10% 하락한 건 그의 변덕스러운 관세 정책이 미국 경제를 위험에 빠뜨리고 있음을 잘 보여준다. 기업인과 경제학자가 거의 만장일치에 가까운 비판을 쏟아내고 있음에도 그는 왜 이런 파괴적인 정책을 고수하는 걸까. 심지어 그는 “자동차 가격이 오르든 말든 상관없다”고까지 말했다. 그런데 사실 진짜 문제는 관세가 아니다. 바로 도널드 트럼프라는 인물이다. 예일대 최고경영자 간담회 설문 결과에 따르면 CEO의 90%가 “전략적이고 선별적으로 사용될 경우, 관세를 지지한다”고 답했다. 이들 기업인은 실질적인 무역 불균형을 바로잡고 철강 등 분야에서 외국의 덤핑으로 인한 미국 생산자 피해를 막기 위해 선별적 관세 사용을 지지하고 있다. 하지만 이런 의견은 트럼프의 개인적 복수심에 밀려나고 있다.
