The University of Pennsylvania violated Title IX by allowing a biologically male swimmer who identifies as female to compete on the women’s team and use their facilities, the Trump administration said Monday. The U.S. Department of Education’s Office for Civil Rights announced its findings in a statement that noted the Ivy League institution mustdeclare it will comply with Title IX “in all of its athletic programs” to resolve the matter.
