1 Introduction In this study, we examine a privately commissioned public inquiry involving a large-scale mining project owned by a multinational mining corporation and local grievances that were inherently complex and seemingly intractable. By analyzing the precursors to this inquiry, we seek to answer the question: what motivates mining companies to commission independent public-facing inquiries?
