The Government wants to join the fund to enable British arms firms, such as BAE Systems, to bid and win contracts from it. Brussels would likely use Britain's implementation of the new defence pact as a bargaining chip for any involvement in Safe.

"The UK will consider its participation in the EU CSDP civilian missions and military operations and missions, upon the invitation of the EU," the defence deal states on potential troop deployments. The EU has undertaken more than 40 overseas military and civilian missions under the European Common Security and Defence Policy (CSDP) banner. They include a training mission in the Central African Republic and Somalia, as well as a peacekeeping deployment in Bosnia.
