LOVINGTON — This city is planning to break ground on Phase I of the Lea County Veterans’ Memorial in downtown Lovington sometime in July. The memorial will be located south of the Judicial Complex. The memorial, which is expected to attract visitors visiting the Lea County area, is a joint project between the city and Lea County.
