BACKGROUND In the United States, the Natural Resource Damage Assessment and Restoration (NRDAR) program within the US Department of the Interior (DOI) is charged with restoring public natural resources injured by oil spills or hazardous substance releases into the environment (Office of Restoration and Damage Assessment, 2024).
