Public records obtained by 22 Investigates reveal internal tension about finances, and staff contracts weeks before the St. Joseph County Commissioners' DuComb Center investigation. According to a news release in February, Commissioners announced former Director Sharon McBride would be terminated immediately before the investigation into staffing issues, overtime abuse, and improper financial transactions had officially concluded.

22 Investigates learned, that since 2022, hundreds of animals rescued from the South Bend Animal Resource Center were returned shortly after their adoption. Precious the German Shepherd was too big, Wefis the cat was too much responsibility. “You know, we do specific meet and greets with the potential adopters and the dogs before they even send them home and make sure everything's gonna go well and it's the right fit,” said Lindsay Cuellar, the SBARC Animal manager.

For years, it was a frequent target for thieves. 22 Investigates visited Zolman Tire in Mishawaka. Technicians showed us a hybrid that had its catalytic converter stolen. "This is actually a pretty expensive piece on this car," said Trevor Garland a manager at Zolman Tire. It is a costly crime. "This one is going to hit around $3,000," said Garland.
