SHANGHAI — China says it is "assessing the situation" after what it says have been multiple overtures from the United States seeking trade talks, a potential sign that the two sides may be inching closer to a breakthrough. In a statement, however, China's Commerce Ministry indicated that the Trump administration's tariffs stand in the way. "If the U.S. side wants to talk, it must show sincerity and be prepared to correct its erroneous actions and cancel its unilateral tariff increases," it said.
